Corrected OppScan "Out of Memory" Error on National-size Scans

Running an Opportunity Scan on a national agency (by States or Counties) previously caused the report tab and main application to crash with a Chrome "Out of Memory" error. The report-rendering process has been updated so it no longer loads unnecessary national data, and testing with multiple national-scale agencies confirms the crash no longer occurs. Customers can now run national-level Opportunity Scans without losing their session.
